I'd round down. For instance: Ship A: SR 7; Ship B: SR 3.
Ship A moves 2, B moves 1, A 2, B 1, A 3, B 1. Or, Ship A: SR 7, Ship B:
SR 4. Ship A moves 3, B moves 2, A 4, B 2. Make sense? (:
