I've been unhappy with the movement rules as well,  that's why I started
having each vessels alternate movement.  First one side then the other
spends 1 SR point (either to move or to turn).  When one side runs out of
SR for that round the other then spends what ever it has left.  this seems
to work okay,  but has had limited play testing.  I also tripled the ranges
for all artillery (4 hex range is now 12 hexes,  but 1 SR moves the ship 3
hexes as well.
