Perhaps the confederation's large ships use, now get this, forges. They = call their forge "komputer" and as long as they quest for knowledge it = generates motive power. Each divination spell cast or device used = provides motive power for a set duration. The more people seeking = information and using spells or devices, the faster it goes.
