I havn't touched on gnomes too much in my campaigns, but for the
dwarves I was planning on creating the United Fleet of the Dwarven
Confederacy (UFDC). Each citadel is it's own governing body, with a very
loose "global" government which only deals with *big* issues, such as
war. Not all dwarven citadels (and planets) are part of this group.
The UFDC started out as a way for communicating the locations of
asteroids for the construction of citadels. Early on, there was an attempt
to "unify" the dwarven presence in space. This was shortly after the
first Unhuman War, when several races with a large space presence tried to
centralize like the elves did. The dwarves' attempt ended up not working,
and withing 50 years the modern UFDC came about. The dwarves like it
because it doesn't stress "universal" laws, and allows each citadel to do
its own thing. The Dwarven Confederacy also includes some presence on
planets.
Their symbol is the winged hammer.
