Actually,  one of my players came up with the idea of an Imperial Gnomish
Navy,  modelled after the elves,  but run for the most part by standard
gnomes and snirfneblin.  The employ tinker gnomes,  who are full "gnomish"
citizens,  but keep them completely out of power.  On the other hand,  they
allow outsiders to think the whole thing is run by tinker gnomes (most of
the leaders are high level illusionists:)).  I'll post the full write up
some time this month,  if anyone would like to see it.
