This will depend on a person's individual campaign. In my own, each
of the spheres that the elves have a major presence in has a base, which
the Armadas return to regularly. The bases are all in space, somtimes
orbitting a planet, sometimes free-floating. Most are constructed from
multiple Men o' War fused together, like the base mentioned in Realmspace
(and in Space Lairs, though they term it an Armada).

They certainly could be, but what's the fun in that? :) It kind of
defeats the reasons I created them. That's why I have bases as well as
the larger Armadas. Besides, if they were to be used as bases, I doubt
that they would be build along the same lines
