As I said before, you get to build a world from the ground up through random dice rolls or by choosing rather than rolling. You get to decide things like plate tectonics, wind patterns, climate. It gives guidelines on how to logically place settlements and racial groups. There are detailed instructions of filling out a typical fantasy city with various businesses and the population.
