Nations usually have a fleet numbering several hundred ships. A planet may
be able to muster several thousand ships.

I wanted to raise the numbers of helms out there so I dropped the prices of
helms in the game. As a side effect, I decided that the increased demand for
cheaper helms would require many new helms being created.

The Arcane brought in Arcane Assasins(TM) to 'off' their rivals. Also, other
groups trying to build helms experienced a strange shortage of materials.

Yes, but I'm going by what material was published by TSR. Future events will
not be 'official' until the setting is revived.
