Just carpet bomb an area. That should take care of any accuracy problems.
Smoke powder filled barrels could be rigged to explode on contact(although
expensive). Or you could use "ballista boxes" mounted on the undersides of
ships. Basically these would be boxes(like modern day missle racks) with
spring loaded mechanisms that could fire a half dozen to a dozen four foot
long missles. Mount four to six of these on the belly and fire them from a
lever.

Small flitters could be used as support craft, taking out specific targets
like war machines and such.
