The permanency spell actually reads:

" This application of permanency can be dispelled only by a wizard of greater
level than the spellcaster was when he cast the spell. "

But it is vague about what *this* application it refers to.  So you ship is
going to be safe from all of those mid and low level mages with a dispel magic
spell.
