Don't confuse the effects of a Permanency spell, with a permanent magic item, and read both the
Dispel Magic, and the Permanency spell.

A Dispel most assuredly can dispel a permanet spell, if you are using the spells as written.

 A magic item created with the Enchant An Item Spell as well as permanency (and often without,
in the case of wands and the like) is only negated for a short while.

But there is a difference between the two. It's quite clearly stated in the description of the
two spells.
