Glassteel ships would be among the easiest to build. Glass is melted sand. Sand is cheap, at least last time I checked :) While shaping that large an amount of glass could take money, a character with glass making skills, researched spells, or cleverly used existing spells(I know I've read about high level fireballs melting the sand into glass around their target), a mage or party should be able to construct one with little money at all. The selling price, considering the time needed to construct such ships(we're talking at least a couple years if no magic is used other than glassteel itself) and the amount of skill needed(master artist(s)+16th level mage(s)), would make some worlds look cheap!
