I don't see the tissue gloves being used as a weapon, and would not allow
them in a combat situation.   The gloves would probably be an intelligent
psionic item that existed for medical reason, and it simply would not
work to kill.  They would be incredibly rare (if not unique), and PC's
would never know how to use them; training for those who are allowed to
use them (always a healer) would take at _least_ ten years.

Oh, well...
