	In my world, arcane have a monopoly on *cheap* and *efficient*
helms.  Some nations produce helms similar to a minor helm, but the
level ratio is worse (4 levels for each point of SR).  Their major helm
variant is only 1 SR per 3 levels.  These helms are also *more* expensive,
about 3x to 5x (or even 10x).  The furnace and lifejammer type helms arcane
don't claim to deal much with, but they do.
