Psionics and the Races

Considering all the recent posts about Psionic helms and such,  I thought
I'd do a run down of racial level limits for Psionicists.  The first book
only covered the bare bones races,  and as far as I can tell there has not
been anything since for the non-standard races.  I basically just went for
all the races in the Complete Book of Humanoids and the Spacefarer's
Handbook.  So, here goes:

the Complete Psionicist's Handbook; I feel they add to the game and present
no game balance problems but you may differ)
