Well, I have an incompletely worked out idea that I came up with based on
the lines in the main Rifts book about the ideas for why people couldn't get
into space there (nothing to do with anything in Mutants in Orbit, didn't
even see that until recently...).

But:

- There are the two moons, plus a few planets.  However, these were all
either already unhealthy places, or were devestated by magic use, at the
same time that Athas itself was being ruined...

- Rather than being organized around large, powerful city-states ruled by
powerful sorceror kings, the space societies are usually based on more
militaristic lines.

Generally either groups of loosely allied pirates, who prey on the other
societies (with a number of pirate houses, each of which despise each other
more than the other houses. With only the groundlings despised more).

A number of clans, which are organized by both family and naval lines.
These maintain a number of (mostly small) ships, which generally emphasis
firepower more than cargo space (something which helps hold back their
progress.  Raw materials move slowly thoughout athas space).

There are also a number of groups similar in some ways to the groundling
merchant houses.  Rather than trade, it's resources that grant these houses
power.  As Athas started to crumble, people realizing that the same thing
was happening in space, those who had possession of important resouces (such
as mines, or sources of water and food) realized that they were holding onto
sources of power.  The different groups gradually formed clans and houses of
their own, and still have ships of their own, though they generally depend
on the other clans for protection outside their heavily defended ports and
bases.

- Out of necessaty they quickly adopted preserver style magic.  Mages are
not feared as they are on Athas, but any suspician of using defiling magic
is taken seriously.  Only defending ones house from the gravest of dangers
is considered sufficiant reason.  At any other time, you're likely to be
cast out of you family and clan, but not before being rendered unable to
perform magic (Generally involving blinding and muting).  Most of those who
are caught don't live long...

- All of the spaceborn despise, and in many cases hate groundlings.  Stories
are still told about how it was groundling styled magic that made life so
hard.  Those few ships, or creatures that have managed to leave Athas are
hunted down ruthlessly.  Even a group of preserver mages, loudly proclaiming
their hatred of the kingdoms below would not be viewed well.
