One of my ideas for the GURPS conversion was to take that into
affect. I havn't finalized it yet, so beware.

Helms require "energy" to keep up air envelopes, provide "motive"
force, manuevering, etc. The reason that elven ships are so "fast and
manueverable" is because the are made from a "plant". The reasoning
went something like this (this is all specific to a world, and is a
modification of normal rules): Mana is drawn to "life energy". Mana is
(somewhat) required in maintaning a natural air envelope and gravity plane.
If there's no life, mana must be provided. (The Rock of Bral has several
"mana stores" to keep everything going.) Since ships are not "living",
they require energy from a mage to make them work. This energy goes
to all the standard spelljamming function (air, gravity, manueverability,
etc.). Since elven ships are "alive" they have some inherent mana (just
like a normal person thrown into space keeping an air envelope), so
they keep their own air and gravity envelopes, leaving more "power" for
manuevering, etc...

I've been going away from this threory, because it makes other
things complicated, but I thought I'd share it with you guys... (:
