Instead of (or as well as) a whole specialty class (and one that's going to be taking heavy casualties, as their the front runners of any battle, so there's going to be a shortage), you can also do a couple of other things. For instance, a Ring of the Orbus can be standard equipment. There's on point of speed, or, if the elves make these Tactical Helms, they could use Orbuses in the enchantment, and make the Helm's innately +1 SR. Also, the pilots could learn the Spelljamming proficeincy from the CSHB. And, if the elves have access to an Aracokra ship yard, there's another +1. And all of these are more easily renewable resources than one based on the breeding curve of the elves. And they allow mages, priests and bards to run the ships.
