What the ... huh!? I don't follow. Why must bard be barred from std helms
if they can also use Iambic helms?

IMO, any PC spellcaster should be able to use a std helm, since wizards,
priests, and bards store and use the magical energy in the same way.
Actually, bards generate and store magical energy exactly the same way as
Wizards, they're just not as good at it.
