Size of the foudry is different from work space for the dwarves, and Foundries are the same sixe on a 300 ton citadel, as on a 700 ton citadel. How does this sound: 100 tons for the Foundry, and 20 tons per 100 dwarves capacity for work space. A 300 ton Citadel can get but with 120 tons set aside, and could, use up to 160 tons, if they remained at 300 dwarves on board. A 700 tonner would max out with 240 tons set aside. About that 1/3 space allocation Eugene recommended, although, possibly abit high as about half the Citadel should be set aside for cargo, so you might want to play with the numbers a bit. Also, remember, when mapping a citadel, that age has a bit to do with it too. Newer ones woun't have much in the way of tunnels, rooms, etc, as they mining is still going on, while older ones (closer to being played out) will have more space available, as tunnels and mines are turned into compartments.
