I've found the problem to be self correcting a bit as well. Any battle that
allows a ship to scavenge a helm, generally leaves the winner in need of some
very expensive repairs, as well as back pay for the crew, restocking food and
water supplies, etc. That usually seems to eat up most revenue from scavenged
Helms.
