I think I may have solved the logical problem inherent in how ships are
"steered".  The helm,  regardless of its fuel,  propels the ship.  I have
always assumed this is accomplished by the helm pushing the ship forward,
but how sails and oars and wings still effect maneuverability(sp) was
unclear.  What if the ship is propelled forward by unseen,  magical
radiations that the helm draws towards itself,  a sort of "solar wind".
Creatures do not feel this wind because it exists at a tactile level beyond
sensory organs limits (like a dog's hearing).  It does affect material
objects though,  if they are within the area of effect of an active helm.
The helmsman can react to these winds crudely (unless in a vessel designed
for one crewman,  like a flitter),  the crew provides the ships fine trim
by adjustting the sails,  oars,  or other maneuvering devices to direct the
vessel in the choosen direction.
Nonmagical helms that work by making "flying motions" do not move because
of this "wind" which is why they cannot achieve spelljamming speeds.
Instead they move by cause the air inside their air envelope to circle.
This is simalar to a mamster moving a sphere he is in across the floor.
They can change their direction by "running" in a different direction in
the "sphere",  which they accomplish by simple airfoils.

Well,  those are my thoughts anyway,  Any comments?
