Hmm... I dunno, maybe 6th level would be more like it, after all one must
think of the actual significance that the phlogiston has to the gods. I
don't mean the sphere-only gods...

Well its supposed to be some kind of gaseous matter, so weather sounds ok,
but maybe adding travel would be ok. Someone mentioned astral, I don't
think so we must really differenciate between astral stuff and the sj space.

Not that they can do much unless they are radiant dragons or something. Or
a fleet of the elven empire, or a dwarven citadel, or a fleet of nautloids,
ok, that sounds ok too.

Good choice, there is no way that this spell would fit better as a wizard
spell, and one must analyse what changing the flow does _really_, so a
priest is just the right choice.
