This is a good and relevant topic.  If any of you have done highly detailed
battles involving supplies and supply lines you know that the use of a
spelljammer would be just the ticket.  However, if you look at the cost, and
I believe this has already been mentioned, it would only be worth it if you
(as a groundling ruler) could hire some spelljamming help.  The initial cost,
building time, upkeep, facilities and training of helmsman and crew is a huge
investment.  Compare the costs of this with hiring mercenaries and you can
hire hundreds of good troops for months at a time.

But...if you hire adventurers that own their own spelljammer...see the
opportunities here?

This issue has come up in my Realms campaign several times.  So far cost has
prevented this from happening.  A potential for trouble occurs when empires
such as Shou Lung and Wa put their efforts to this.  Fortunately they are too
busy watching each other to get into a groundling based war.  One group of
adventurers wants to import goods from Maztica to the Sword coast.
 heh...heh..  they forget that Evermeet is in the way and we all know how
difficult the  Elven Empirial Fleet can be...
