I'd like to point out that the Shou of the Forgotten Realms are an
example of the arcane cooperating with a government.  I think that the
difference lies in the "progress" of the government or culture.  The Shou
don't use the dragonships to try to take over Faerun because it is small
potatoes compared to what the Ministry of Rediscovery and Exploitation
could do with SJs out in space.  The Shou got the message, and decided
that they would leave others to become the "big fish in the little pond"
while they concentrated on spreading their influence into space.
  Why would the arcane deal with a group that doesn't have the ability to
look past their own petty squabbles to the larger reality.  Those are the
tyrants who will keep themselves planet-bound because they just don't
get it.
