I've always been partial to the idea of how you enter defines where you go... If you want you spelljammer to go into Sigil, go through the gate at SR 3 with an angle of 15 degrees by 2 degrees, for example. This gives the players the ability to go anywhere, without making it foolproof and giving them another adventure: finding out how to use the bloody thing!
