I really like the growth cycle idea. One could tie it all together by "on
average 'most' of the immature 'tadpoles' die before reaching adulthood".
The whatever percentage you pick for most is the average. The percentage
can then cycle. If you pick 60% (= most), then the number could (for
example) oscillate between 40 - 80% depending on where in the cycle you
are. In general you could say the population is doomed to extinction, but
how long this takes is up to the GM.
