The great tragedy of science is the slaying of a beautiful theory by an ugly fact. I still maintain, however, for a society with that much of a population problem that they'd need a ringworld, they should have already created a quick and easy way to terraform. Just think of the time, effort, and knowledge necessary to build a ringworld.
