What's the Reigar's perfect planet going to look like: size, shape, 
building materials, etc? You ought to take a look a Phillip Jose Farmers' 
"World of Tiers" series. It's about a race of humans with godlike 
machines that can create solar system-sized pocket dimensions that they 
can play with. Some rather interesting worlds in there.

That's a VERY scary thought! Even supposing the gnomes *could* build a 
ringworld, can you imagine what it would look like? CAN YOU?? How would 
gnomes build the Control Center under Mars? What about the air-retaining 
wall of mountains along the sides? I hypervenilate just thinking about it!
