Well, it all depends on who built it and the tech level of your game. If 
these places are built by mortal races, then either they have godlike 
powers, or else they've got LOTS of engineers and don't have to worry 
about the overtime. If they've got godlike powers, then they're hardly 
mortal....

Well, if turnabout is fair play, then riddle me this, Batman....What's 
the most powerful race you'd allow, and what's the biggest thing they 
could create? In other words, are any of the races in your campaign powerful 
enough to build a Ringworld?
