The SAS would probably be interested in information and star charts
concerning known trade routes ( as opposed to the Seekers, who want new
star charts).  They would publish pirate reports and dangerous
activities.  The SAS probably wouldn't worry about policing wildspace,
they would leave that to the Elves and bounty hunters. They might post
rewards for particularly vicious pirates, however.

Another service might be insurance for shipping lines.  Insurance
wouldn't be available for high risk adventurers, just ships traveling
existing trade routes.

An information clearing house might be another possibility.  If your
campaign allows sphere to sphere instant communication ( magical
telegraph?), the SAS could post mail, parts orders, employment
opportunities, etc..

Just a few ideas to customize for your particular game.
