They could be either a Guild/Union that requires a regular dues to be
paid by the PC/NPC or they could be like a contracting firm (like a head
hunter) that charges the company/person that is looking for a person to
do a job, and then they go out and find the right person to do the job.

Guild/Union   
    Joining: Monthly Fee
    Benefits: Protection,  Build up seniority
    TradeOffs: Cost of joining, Must perform workassignment

Contractor/Head Hunter
    Joining: No Fee,(Charged back to person looking for hireree)
    Benefits: Person could make more, can be selective on work assignment
    TradeOffs: No Protection, First come first serve to get a job
